When a resolution for the removal of the Speaker of the Lok Sabha is under consideration, they cannot preside over the House but can be present, speak, and vote in the first instance (but not in the case of equality of votes). Conversely, when a resolution for the removal of the Vice-President (Chairman of the Rajya Sabha) is under consideration, he cannot preside over the Rajya Sabha. Although he can be present and speak in the House, he is not entitled to vote at all on such a resolution.
