Parliament, Lok Sabha, Rajya Sabha & Legislative Procedure — question ID 1072
Options
A.
B.
Explanation
According to Article 169 of the Indian Constitution, the Parliament has the ultimate power to create or abolish a Legislative Council in a state. However, this process can only be initiated if the Legislative Assembly of the concerned state passes a resolution to that effect by a special majority (i.e., a majority of the total membership of the assembly and by a majority of not less than two-thirds of the members of the assembly present and voting). Once the assembly passes this resolution, the Parliament can approve the creation or abolition of the council through a simple majority.
