When a question arises regarding the disqualification of a Member of Parliament (except on grounds of defection), whose opinion must the President of India obtain before making a final decision?

Explanation

According to Article 103 of the Constitution of India, if any question arises as to whether a member of either House of Parliament has become subject to any of the disqualifications, the question shall be referred to the decision of the President, who shall act according to the opinion of the Election Commission of India.
